The short answer

Cross-border review starts with a map: each place attendee data goes outside Malaysia, who sends it, who receives it and why. Then a qualified privacy or legal reviewer answers whether anything further is needed.

Find the movements first

Data leaves the country in less obvious ways than a transfer to another office. A cloud registration tool, a virtual-session platform, an email marketing tool, a regional HQ report or a supplier with an overseas support team can each move attendee data.

List them from your personal data inventory and your supplier question log.

Questions for your reviewer

  • For each movement, is anything required before it takes place, and who does it?

  • Can the same purpose be met with fewer fields, or with data kept in Malaysia?
  • Does the supplier contract or the HQ arrangement say where data goes and who can see it?
  • What is the position if a supplier changes its storage country mid-contract?

Official starting point

Malaysia's Personal Data Protection Department publishes information on the Personal Data Protection Act 2010 (Act 709) on its website. Read the current text and any guidance there with your reviewer, rather than relying on a summary written for events.

A fictional professional body maps four movements

Fictional organisation and figures, for illustration only.

Persatuan Fiktif Juruaudit Dalaman runs a 260-delegate conference with a regional HQ in another country. The secretariat lists four movements: platform hosting, the HQ attendee report, one overseas speaker's travel file and a livestream.

It cannot say where the platform stores data, so that row is sent to the supplier. It decides the HQ report can use organisation names and counts instead of individual names, subject to the reviewer's view. The pack of four rows and questions goes to the reviewer two weeks before registration opens.

  • Suppliers answer location questions plainly.

Outside planning help earns its fee when

  • Several suppliers, a regional HQ and overseas speakers are involved.
  • No one has mapped the data flow.
  • You need the map and answers kept in the supplier requirements and event handover.
