The short answer

Transfers and suppliers, assessed separately

Delegate transfer is about waves of arrivals, pick-up points and return times. On-site supplier coverage is about who is physically there, for how long, and who coordinates them.

Keeping the two apart shows which risk is larger. A transfer plan can be sound while the supplier list still has open lines.

What to verify for Kuala Selangor
