The short answer
For visiting speakers, the useful document is an itinerary that names every leg from arrival point to the speaker's seat, and a venue-entry pack that says where they enter and who meets them. For each leg, write down who owns it.
Nilai sits within the Majlis Bandaraya Seremban (MBS) area on MBS's own pages, but confirm each exact address with MBS rather than relying on the place name.
Why ownership of each leg matters
A speaker flying in may meet three or four handoffs before reaching the stage: airport arrival, a transfer by rail or road, hotel check-in and venue entry. If nobody owns a leg, the speaker is the one who finds out.
MBS's own pages describe MBS as formed from the Seremban and Nilai councils, so Nilai is covered by MBS and not by a Selangor council. That settles the authority question for addresses within the MBS area, not the exact address.
What to verify for Nilai

- Is the venue's full address inside the area administered by MBS? Ask the venue for the address and confirm with MBS.
- Where does each speaker arrive: KLIA Terminal 1, klia2, a rail station or by road? ERL's page names KLIA (T1 and T2) and lists KLIA Ekspres and KLIA Transit, and Malaysia Airports has separate KLIA and klia2 pages. Confirm terminal and flight details with each speaker.
- Which operator serves the next leg to Nilai? The operator pages checked for this page do not name a Nilai station, so ask the operator which station, line and timetable apply to your date, or arrange road transfer instead.
- Who owns each transfer: the speaker, the organiser, a supplier or the venue? Write the name against each leg and ask the venue what it arranges.
- Which entrance does a speaker use, and who meets them there? Ask the venue in writing and walk it before the event.
- If the venue is an MBS-run hall, how is it booked and at what rate? MBS's FAQ says its halls are booked through a counter at Wisma MBS and that rates differ between the Seremban and Nilai zones, so ask MBS for the terms that apply.
- Who updates the itinerary if a flight or service changes? Name one person.
How Nilai differs from Labu and Seremban 2 for this decision

The revised itinerary names the arrival terminal for each speaker, assigns the airport transfer to the organiser for the overseas pair, asks the Kuala Lumpur speaker to confirm their own route, and records who meets each person at the venue entrance. The numbers are illustrative.
