Planning AGM registration without declaring quorum yourself

The short answer

Registration records who has registered and who has arrived. Quorum is a constitutional question: how many members, of which kind, at what moment, answered by the chair and secretary under the association's rules.

So the registration team reports counts and categories to the secretary, in a fixed format, and does not announce whether the meeting can proceed.

What registration can and cannot say

A count of people who have signed in is a fact the desk can state. Whether that count meets the rule depends on who counts as a member, whether proxies count towards it, whether a time-of-day rule applies and whether the count must be held through the meeting. Those are the association's rules to read and apply.

Ask the secretary to name the clause and the person who will declare quorum. Write both on the registration brief.

Design choices that keep the desk in its lane

  • Separate tallies: members present in person, proxy forms received, guests and observers. Do not add them together on the desk sheet.
  • Time-stamp arrival counts at agreed intervals, such as when doors open and at the planned start time.
  • Report to one named person, usually the secretary, by a fixed route such as a printed sheet or message.
  • Keep late arrivals logged with arrival time, in case the secretary needs it for the record.
  • Plan what the chair needs to see to decide: category counts, not a conclusion.

Sequence for the hour before the meeting

  1. Agree with the secretary the categories to be counted and the format of the report.
  2. Brief the desk operators on the script: report counts, do not comment on whether the room is ready.
  3. At agreed times, send the count sheet to the secretary.
  4. The chair, with the secretary, decides what to say to the room.
  5. Keep the sign-in record unchanged and hand it to the secretary after the meeting.

Pitfalls

  • A banner or message saying quorum has been reached, written by the event team.
  • One combined total on the board that mixes members, proxies and guests.
  • Letting the start time slip or advance because the count looks close, without the chair.
  • Counting people who signed in but have left the room, without a rule for it.

A fictional professional institute plans its count

The Institut Fiktif Perunding Teknikal expects 180 in the hall and has 40 proxy forms promised. Its constitution, as read by the secretary, sets a fixed number of members present, but the secretary will confirm before the day whether proxies count.

The desk sheet has three columns: members signed in, proxy forms received, guests. At 9.30 and 10.00 the sheet goes to the secretary, who passes the numbers to the chair. The chair, not the desk, tells the room.

Handle it in-house, or bring in help?

Your team can usually handle this when

  • The secretary will be at the desk and can interpret counts immediately.
  • The AGM is small and the constitution's rule is easy to apply.
  • A single category of member attends in person.

Can the registration team tell the chair that quorum is met?

They report the counts. The chair and secretary apply the constitution and announce the result.

Do proxy forms go in the same tally as people present?
