Where anonymous event feedback stops being anonymous

You want honest answers from delegates, and you are not sure how much of your survey can truthfully be called anonymous.

The short answer

Feedback is anonymous only if nobody, including you, can link an answer to a person. If you can link it but promise to restrict who sees it, call it confidential. If you keep names on purpose, call it named and say why.

Choose the label first, then design the survey to match it, and tell respondents exactly what you do with their answers.

Three labels and what each promises

How anonymity quietly breaks

  • A unique link or ticket code in the survey address ties the answer to the delegate.
  • Fields such as organisation, job title, age band or table number narrow a small group down to one person.
  • Open-text comments contain a name, a project or a detail only one person would know.
  • Reporting a result for a group of two or three people reveals each answer.
  • A free-text answer is quoted in full in a board paper.

A sequence for setting the boundary

  1. Decide what you need to learn and whether you need to follow up with individuals, using your feedback objectives.
  2. Pick the label that matches. If you need follow-up, do not call the survey anonymous.
  3. Remove every question that is not needed for an objective. Each demographic field is a possible identifier. See question selection.
  4. Set a minimum group size below which results are not shown separately, and write the number in your plan.
  5. Write the respondent notice, then ask whoever handles your privacy obligations to review it before release.

Open text and quoting

Read every comment before it is shared. Remove names, project details and phrases that point to one person, and say in the report that comments were edited for that reason. See open-text coding.

If a comment raises a safety or conduct concern, decide beforehand who receives it and how, because an anonymous survey cannot follow up with the writer.

Privacy and data handling are for the competent party

Whether your survey falls under personal data rules, how long answers may be kept, and what a valid notice must say are questions for your data protection owner or adviser, not for this page. Write them down as questions and take them to that person.

Ask the survey tool provider, in writing, what it records about each respondent, including IP address and device details, and where the data is stored.

Worked example · Fictional example

A short feedback form for a regional council's forum

Fictional organisation and figures, written to show the boundary decisions.

Majlis Fiktif Pembangunan Wilayah has about 90 delegates from a few dozen agencies. Its first draft asks for agency, department and job grade, and promises that the form is anonymous.

On review, the secretariat sees that several agencies sent only one or two delegates, so agency plus grade would identify them. It drops grade, keeps agency as an optional group of five regions, sets a minimum of ten responses before any breakdown is shown, and describes the form as confidential because the survey platform records login emails. The respondent notice now says who can see the link, which is two named staff.

Answer each line before the survey is released. Any No or Unsure needs a named owner and a date.

Handle it in-house, or bring in help?

Your team can usually handle this when

  • The survey is short, has few demographic questions and goes to a large group.
  • Nobody needs to follow up with individual respondents.
  • Someone on your team already owns data protection questions.

Outside planning help earns its fee when

  • Delegates come from a small group, so any detail could identify a person.
  • The survey touches on conduct, governance or complaints.
  • Several committees must agree what is promised to respondents and who may see the data.

Questions organisers ask

Can I call a survey anonymous if I only use first names?

No. A first name or any other identifier makes the answer traceable in a small group. Either remove the field or describe the survey as confidential or named.

Does anonymity produce more honest answers?

It can for sensitive topics, but the effect varies and depends on whether respondents believe the promise. Say plainly what you collect rather than relying on the word anonymous.

Can I reuse a quote in a report if I remove the name?

Only if the rest of the comment does not point to one person. Check each quote against the group size and the details it contains, and tell readers the comments were edited.
