The short answer

Count members by area from the membership records you already hold, then enter the counts in the delegate-origin location comparator. Use whole-area totals only, never individual addresses or device locations.

Aggregate by area, then compare options

Group members into the three areas using the postal town they already gave the secretariat. Compare a single edition, two editions and one edition per area against the same counts.

Each option leaves someone further away. The decision is which group the committee accepts that for, and what it offers them instead, such as a recording or a hybrid session.

What to verify for an all-area programme

Each check is a question with who answers it.

  • Do the member records hold a usable area for most members, and how old are they? Answered by the secretariat.
  • Is collecting more location detail needed at all? Answered by the committee, against the data protection principles on the JPDP site, keeping to the minimum.
  • Which members have told the secretariat about access needs or a preference for remote participation? Answered by the secretariat, from consented records.
  • Which authority applies to each candidate venue address? Answered by the organiser. DBKL, MBPJ and MBS publish their own portals.
  • Who signs off the inclusion trade-off and records the reason? Answered by the committee chair.

How the three areas differ for this decision

For this decision the verifiable difference is administrative: a Kuala Lumpur venue starts at DBKL, a Petaling Jaya venue at MBPJ, and a Seremban or Nilai venue at MBS, whose site lists Bandar Nilai among its towns.

How far members will travel is not assumed here. Ask them, in the registration or a short survey, and use the answers.

A fictional member split

A fictional accountancy association has 600 members in its records: 280 in the KL area, 240 in Selangor and 80 in the Seremban area. These numbers are illustrative.

The committee compares one KL edition with a KL edition plus a repeated Seremban session. The brief records that the second option serves the smaller group better but adds a second set of venue and supplier decisions.

  • A small membership with a clear centre of gravity and one natural venue.
  • A programme that is already hybrid, where location matters less.

Outside planning help earns its fee when

  • Membership is spread across all three areas and the committee disagrees on where to hold the programme.

  • Nobody has a clear view of the member records.

Do I need attendees' locations?

No. Area totals from existing records are enough, and no live location is used.

Should we hold three editions?

The worksheet shows the trade-offs. The decision is the committee's.

Can a hybrid session replace a second edition?

Sometimes. Ask the left-out group what they would use.

Is there a local office?

No office is claimed. On-site arrangements are agreed for the particular brief.
