The short answer
Ask the venue which layout the stated figure belongs to, then record, side by side, what is confirmed for your event: the setup, the exits and the approvals. Plan from the confirmed column only.

Stated capacity and approved layout are different things
Put your shortlisted venues into the venue shortlist matrix with the two columns kept apart.
- Stated: what the venue publishes or quotes, with the layout and date it refers to.
- Confirmed setup: the plan for your programme, including stage, tables, registration and catering positions.
- Confirmed exits: the exits the venue says are available in that setup, in writing.
- Approvals: whatever the venue or authority says applies to your layout, and who holds the evidence.
What to verify before relying on a figure
Each check is a question with who answers it.
- Which layout does the stated figure refer to, and when was it last confirmed? Answered by the venue.
- Does the confirmed layout for your event reduce, change or keep that figure, and who says so in writing? Answered by the venue. The organiser does not calculate it.
- Which exits and routes are counted for your layout? Answered by the venue and, where the venue refers the question, the competent authority such as the fire authority, which this page did not open and does not summarise.
- Which council covers the address for any building or occupancy question? MBPJ and MBS each list building-control services on their own portals for their areas, and the right one depends on the full address. Answered by the venue and the council.
- What changes if the layout, stage or catering position moves after approval? Answered by the venue.

This page is a comparison of evidence, not a crowd-safety calculator, and it states no safe number for any room. Approval ownership sits in checking building-management approval, and the visit that collects the layout evidence in running a venue site visit.

A fictional member conference
Fictional organisation and figures, for illustration only.
A fictional professional body sees one figure on a venue sheet for a hall with no stage and no catering. Its own programme needs a stage and a buffet, so the comparison sheet shows "stated: theatre-style, no stage" against "confirmed for us: not yet".
The secretariat asks the venue for the confirmed layout and exits in writing before planning registration numbers. All details are illustrative.
