The short answer

The matrix keeps two things apart. Mandatory needs decide whether a venue qualifies, and weighted preferences only rank the venues that already qualify.

A venue that fails a mandatory need is kept off the recommended shortlist however low its price. A need that is only promised verbally stays unconfirmed until the venue puts it in writing.

What to enter

  • Mandatory needs: things a venue must have or it cannot be used, such as a room that seats your delegates in your layout, step-free access or a fixed date.
  • Venue candidates: quoted total, whether the quote is in writing, whether you have room and layout evidence, and optional ratings for room flexibility and delegate access.
  • Evidence: for each venue and need, whether it is met and confirmed in writing, met but not yet in writing, not met, or not yet known.
  • Preference weights: how much written price, room flexibility and delegate access matter. A blank weight leaves that preference out.

How venues are sorted

A venue is qualified when every mandatory need is met and confirmed in writing. It is unconfirmed when nothing has failed but some needs are only verbal or unknown. It is disqualified when any need is not met.

Only qualified venues are scored and listed on the shortlist. Disqualified and unconfirmed venues appear in a separate table with the exact needs that failed or still need confirmation.

How price is used

Only a quote confirmed in writing feeds the price score, and the score is scaled across qualified venues only. A very low price from a venue that fails a need therefore cannot stretch the scale or lift anyone's rank.

If a qualified venue has no written quote, its score covers fewer preferences and it is marked provisional.

What the matrix does not do

It does not check capacities, safety or accessibility. Ask each venue to confirm those points in writing and have the right person review them.

A fictional venue comparison

Fictional venues and figures, to show how disqualification works.

A fictional association needs a room for 150 theatre style, step-free access and two breakout rooms. Budget Hall quotes RM 9,000 but cannot seat 150, so it is disqualified. Garden Conference Centre has only a verbal assurance on access and nothing on breakouts, so it is unconfirmed.

City Hotel Ballroom quotes RM 16,000, meets every need in writing and is the only qualified venue. It tops the shortlist even though it is the dearest, because the cheaper venues are not eligible.

Handle it in-house, or bring in help?

Your team can usually handle this when

  • There are two or three venues, the needs are clear and the venues will confirm them in writing.
  • The committee can read the quotes and layouts itself.

Outside planning help earns its fee when

  • Needs are not written down yet and venues answer differently, so nothing can be compared.
  • Quotes and room layouts need to be requested, chased and reconciled across several venues.
  • The committee wants a written supplier requirement and a shortlist it can defend.

Questions organisers ask

Can a cheap venue top the shortlist?

Only if it meets every mandatory need with written confirmation. A venue that fails a need is kept off the shortlist whatever its price.

Why is a verbal assurance not enough?

Verbal assurances are hard to rely on later. The tool marks the venue unconfirmed until the need is confirmed in writing.

What if no venue qualifies?

The shortlist is empty and the tool says so. Get the open items confirmed or revisit the needs.
