Balancing funder visibility and independent policy discussion

Funders of a policy forum reasonably want to be recognised, and participants reasonably want to know the programme was not shaped by that funding.

The short answer

Agree in writing, before any money is accepted, what recognition a funder receives and what it does not influence: topics, speakers, wording of outcomes and access to participant data. The convening committee, not the secretariat, owns that line.

Use a funder terms grid: for each funder, the recognition granted, the decisions it has no part in, and the disclosure wording used on the day and in the record.

Separate recognition from influence

Recognition is visible and countable: a name on a slide, a line in the programme, a thank-you. Influence is anything that affects what is discussed, who speaks or how the outcome reads.

Write both lists. Recognition can be offered generously. Influence is limited by the committee's independence policy.

Questions for the committee

  • Does the association have a written independence or funding policy, and who approves exceptions?
  • Are some funders ineligible because of the topic, such as a party with a direct interest in the outcome?
  • Will funders be disclosed in advance, on the day and in the record?
  • Who answers if a funder asks for a change to content or wording?
  • What happens to funding if the committee declines a request?
  • Are in-kind supporters, such as venue hosts, treated the same as cash funders?
  • Does any funder also take part as a stakeholder, and how is that shown?

Sequence

  1. Obtain or draft the independence statement and approve it at committee level.
  2. List potential funders and test each against the statement.
  3. Send each funder the same terms in writing, with the grid attached.
  4. Record any funder request outside the terms and the committee's answer.
  5. Apply the disclosure wording consistently on materials, in the programme and in the outcome note.
  6. Review logo use against sponsor logo approval so approved placement is checked before print.

If a funder is also a participant

Where a funder also takes part in the discussion, say so in the programme and the record, and keep the funder's panel seat subject to the same criteria as every other group. See planning policy forums with several stakeholder groups.

Worked example · Fictional example

A fictional forum on water policy

Fictional organisation and figures, for illustration only.

A fictional foundation offers funding to a water policy forum on the condition that its director opens the forum and chooses one panellist. The committee accepts the funding with recognition in the programme and a thank-you slide, and declines the panellist request.

The foundation accepts. The funder terms grid is attached to the agreement. The outcome note ends with a line stating that the foundation supported the forum and had no role in its content.

Handle it in-house, or bring in help?

  • One funder and an existing independence policy that the committee applies.
  • Recognition is limited to a thank-you.
  • The committee chair answers requests quickly.

Outside planning help earns its fee when

  • Several funders with different interests in the topic.
  • A funder also takes part in the discussion.
  • Requests for content changes arrive and nobody owns the committee's answers.

Questions organisers ask

Can a funder see the programme before release?

If every participant group sees it at the same time, the committee may allow it. Decide in advance.

Should funding be disclosed?

Ask the committee. Many forums disclose funders in the programme and the record.

What if funding is withdrawn after a refusal?

Plan the budget so the forum can run at a reduced scope, and decide that with the committee beforehand.

Does in-kind support count?

Treat it the same way: record what is given and what is received.
