The short answer

A postponement decision record captures, on one or two pages, what is known, what is not, the options considered, who has authority to decide, the supplier commitments affected and who is told what by when.

It supports the decision. It does not say what any agreement allows; that is a question for your legal adviser, using the supplier questions in the cancellation question checklist.

Separate facts from unknowns first

Write two lists. Facts are things you can point to a source for: a venue confirmation, a speaker's written withdrawal, a regulator or client instruction. Unknowns are things still being checked, with a name and a date.

Many postponement debates stall because assumptions are treated as facts. The record keeps them apart.

Working the sequence

  1. Convene the people who hold authority and write the trigger and facts together.
  2. Ask each supplier and the venue for their position on moving dates in writing, and log the answers.
  3. Prepare the options with cost and dependency notes, using the same measures for each.
  4. Take the record to the named decision-maker with a decision date. If the decision is delayed, record the cost of waiting.
  5. Record the decision, then follow the change request form for each affected scope item.

What the record is not

  • A legal opinion on what any party may do or owes.
  • A tax or insurance assessment.
  • A promise of a new date before the venue and speakers confirm in writing.

Worked example · Fictional example

A regional forum considers moving by two months

Fictional organisation and figures, for illustration only.

A fictional trade association has a forum in eleven weeks. The anchor keynote speaker's organisation withdraws travel approval, and the committee asks whether to postpone. The secretary opens the record on the same day.

Facts: the keynote withdrawal letter, the venue deposit of RM25,000 paid, and the printing not yet ordered. Unknowns: whether the venue holds a second window and under what terms, and which of three other speakers can move. By Friday the venue has replied in writing, two speakers confirm, and the committee reviews three options. The chair decides on a deferral to a stated window, subject to written venue confirmation. Legal questions on the venue agreement go to the association's adviser.

Handle it in-house, or bring in help?

  • The event is small enough to rebuild quickly.
  • Everyone involved can meet within a day.

Outside planning help earns its fee when

  • Many parties hold authority and nobody is coordinating the facts.
  • Large deposits or long supplier notice periods make delay costly.
  • Speakers, venue and sponsors must all be re-confirmed for a new window.

Questions organisers ask

Who should make the postponement decision?

The person or body holding authority over the event and its budget. Name them in the record and note anyone who must be consulted first.

Should we announce a new date straight away?

Wait until the venue and key speakers confirm the window in writing. Announce what is known and when the next update is due.

Does the record say whether we can recover payments?

No. It lists payments made and notice dates. Whether anything is recoverable is a question for your legal and finance advisers.
