The short answer
Compare the two on inclusion, not on an assumed saving. Enter the transport costs you have actually been quoted for the distant group, list what a hybrid session really needs to work for them, and ask the members which they would use.
This page does not claim that either option saves money. Hybrid has its own requirements and costs, and transport has its own limits, so the decision rests on your entries.
What each option has to cover

- Paid transport: vehicle quote, number of passengers, pick-up points, return arrangements and who confirms each seat.
- Hybrid: an agreed way for remote members to hear, see and speak, a person to manage the remote group, and a clear plan for what they miss in the room.

What to verify for distant members
Each check is a question with who answers it.
- Who counts as distant, and how many are they? Define it from your membership list by area. Answered by the secretariat.
- Would these members travel if transport were paid, and would they rather join online? Ask all of them the same question. Answered by members.
- What is each transport quote, itemised, with exclusions and change terms? Answered by the transport provider.
- Can public transport serve the group instead? KTMB's Komuter page names a route and transfer stations, but it does not name the stations for your members, so ask the operator. Answered by the operator.
- What does the venue confirm in writing about internet, audio and screens for remote participants? Answered by the venue.
- How will member details for pick-up lists and remote links be handled? JPDP administers the Personal Data Protection Act 2010, so check its guidance and collect only what is needed. Answered by the organiser and its adviser.
- Who in the programme speaks to the remote group, and is that time in the agenda? Answered by the programme owner.
How the two options differ for this decision only
The verifiable difference is who carries the cost and the effort. Paid transport moves cost to the organiser and effort to logistics, while hybrid moves effort to the production of the session and changes what remote members experience.

A fictional chapter weighs two ways to include distant members

Persatuan Fiktif Guru Cawangan has about 120 members, of whom a smaller group lives far from the venue.

Handle it in-house, or bring in help?
Your team can usually handle this when
- The distant group is small and one option is clearly preferred.
- A transport quote and a venue connectivity answer are both in writing.
- Members do not need to be in the room for the key sessions.
Outside planning help earns its fee when
- The distant group is large and preferences are split.
- Hybrid needs production that nobody on the team has handled.
- Transport needs several pick-up points and seat confirmations.
