The short answer
Sort every sponsor benefit into three lists: committed at every stop, available only at some stops, and conflicting with another sponsor or a venue rule. Write only the first list into the package as a promise.

Why one package drifts across stops
A package written around the first venue's space gets copied to later stops that cannot honour it. The obligation matrix lets the committee see, benefit by benefit, where a promise holds everywhere and where it depends on the stop.
What to verify for each stop
Each check is a question with who answers it.
- Which benefits does this venue allow, and does it restrict signage, banners or branded materials? Answered by the venue.
- Does this stop have its own exhibitor or sponsor arrangement that conflicts with ours? Answered by the venue and the stop host.
- Which benefits are exclusive, and does exclusivity apply per stop or across the series? Answered by the committee and the sponsor, in the agreement.
- Does any sponsor material need a local authority or building approval, such as signage? Answered by the venue and the council for that address; this page does not state a requirement.
- Who confirms, in writing, that a benefit was delivered at each stop? Answered by the organiser.
How the stops differ for this decision
The verifiable difference is the venue's rules and the authority behind the address. Kuala Lumpur addresses start at DBKL, Subang Jaya at MBSJ and Seremban at MBS, whose public material includes Nilai. Signage and branding rules are for the venue and the relevant council to state, so a benefit allowed at one stop cannot be assumed at the next.
