The short answer
Write the decision as a short board paper with three parts: where members start from, the journey burden each group would carry to each location, and the itemised costs you have been quoted. The paper presents your evidence; it does not assume that the larger city or the cheaper room wins.
Journey burden means the time and effort your members report, not a figure from a map, and costs are only what suppliers have written down.
What the board paper contains
Part one is a table of member origins by area. Part two asks a sample of each group how long their own journey to each location would take and whether they would travel the day before. Part three lays the quotes side by side, with exclusions marked.

What to verify for Kuala Lumpur and Seremban

- Which authority covers each venue address? DBKL's portal identifies it as the municipal authority for Kuala Lumpur, and MBS's pages describe the council for the Seremban area, so ask each venue for its full address and confirm with the council. Answered by the venue and the council.
- Which rail services will members use? KTMB's Komuter page names a Batu Caves to Pulau Sebang route and KL Sentral as a transfer point, but names no Seremban station, so ask KTMB which station and timetable apply to your date. Answered by the operator.
- What is each quote's total, itemised, with exclusions marked? Add the numbers yourself and do not use a figure from a listing. Answered by the organiser from supplied quotes.
- What costs fall on members rather than on the organiser, such as travel and accommodation, and have they been counted on both sides? Answered by the committee.
How Kuala Lumpur and Seremban differ for this decision only
The verifiable difference is the authority and the booking route: DBKL for Kuala Lumpur addresses and MBS for the Seremban area, where MBS's FAQ says its halls are booked through a counter at Wisma MBS and that rates differ between the Seremban and Nilai zones.
