The short answer
Write one arrival pack that states the terminal, the booked transport operator, the exact meeting point and one escalation contact, and send it only after each item has been confirmed with the party responsible. Where an item is not confirmed, say it is not yet confirmed rather than filling the gap.

What the pack must say
A delegate standing in an arrivals hall needs four things on one screen. Build the pack with the delegate arrival instructions builder and keep one version per terminal if flights use more than one.
Keep the wording short, put the confirmed items first and avoid any detail you have not verified.
- Terminal: which terminal each group arrives at, taken from the delegate's own booking, not assumed.
- Booked operator: the name of the transport provider you actually booked, and what they will display or say when meeting a delegate.
- Meeting point: the exact place and the written description given by the operator or the airport.
- Escalation contact: one person reachable during arrival hours who can resolve a missed pick-up.
- Alternative: what a delegate may do if they decide to travel on their own, and what they pay themselves.
What to verify for a KLIA arrival
Each check is a question with who answers it.
- Which terminal will each delegate use? Malaysia Airports' KLIA site is the Terminal 1 site and lists KLIA2 as a separate site, so do not treat the two as one. Answered by the delegate's booking and the airline.
- What does the airport itself say about ground transport and meeting areas? Its site has a transport section, so read that page for your date. Answered by Malaysia Airports.
- Is rail part of your pack? ERL's site describes KLIA Ekspres and KLIA Transit and names KL Sentral and the KLIA terminals, so check the operator's page for your date and the connection to the venue. Answered by ERL.
- Which authority covers the venue's address in Kuala Lumpur? DBKL's portal identifies it as Kuala Lumpur City Hall, so ask the venue for its full address and confirm if in doubt. Answered by the venue and the council.
- Has the booked operator confirmed in writing the meeting point, signage and waiting policy? Answered by the operator.
- Who answers the escalation contact and during which hours? Answered by the organiser.
- Does the pack collect only what it needs? Use aggregate counts and avoid passports and flight-document uploads. Answered by the organiser.
How a KLIA arrival differs for this decision only
The airport has more than one terminal, and a delegate's terminal comes from their booking. The decision here is communication, not route choice: the pack must be correct for each terminal group and for each transport method you offer.
