Some speakers will receive an honorarium, and finance needs to know who approved it, on what terms and what paperwork to expect.

The short answer

Treat the honorarium as an agreed term, not a favour: decide who may approve one, put the terms in the invitation or agreement, collect what finance needs, and record each payment against the speaker and session.

Amounts, tax treatment and payment rules come from your committee, finance team and tax adviser. This page gives you the sequence and the questions; it does not set a figure. Link the terms to the speaker invitation pack.

Decide the policy before the first invitation

Honoraria become awkward when they are agreed one speaker at a time by whoever happened to make the invitation. Agree a short policy first: which categories of speaker receive one, who approves exceptions, and which budget line pays.

Some speakers will decline payment, and some will be unable to accept it because of their employer's rules. Plan for both so the policy is not tested for the first time during the event week.

What to settle in writing

  • Whether an honorarium is offered, and the amount if so, as approved by the named approver.
  • What the honorarium covers and what it does not, for example travel and accommodation shown separately.
  • When and how it will be paid, and what the speaker must provide first.
  • Whether the speaker needs permission from their own employer to accept it.
  • What happens if the speaker withdraws or the session is cancelled.

What finance will ask for

Finance will normally ask for the speaker's payment details, the legal name or entity to be paid, and any tax or registration information relevant to the payment. Ask finance exactly what it needs, rather than asking speakers for everything in case.

Collect only that, store it in a controlled place and share it with the people who process payment. Ask your data protection owner how long it is kept.

Questions for finance and your tax adviser

  • Which budget line and approval limits apply to speaker honoraria?
  • What documents does finance need from a local speaker, a speaker from another organisation and a speaker from overseas?
  • Is any withholding or other tax treatment relevant to these payments, and who confirms it?
  • Does the payment go to the person or to their organisation, and what proof is needed?
  • How are payments to government officers or employees of public bodies handled under their own rules?

A simple sequence

  1. Approve the policy and the budget line.
  2. Put the terms into the invitation or agreement.
  3. Collect the finance details once the speaker confirms.
  4. Record each honorarium on the tracker with status and approver.
  5. Pay after the session as agreed and mark it done with the date.

Worked example · Fictional example

An honorarium policy for a one-day seminar

Fictional organisation and figures, for illustration only.

A fictional professional body decides that invited keynote speakers may be offered an honorarium approved by the treasurer, while members presenting their own papers are not. One keynote speaker works for a public body and says she cannot accept payment.

The secretariat records her as declined with the reason, informs the treasurer, and uses the unspent line only after the treasurer confirms in writing what it may be used for.

Who decides the honorarium amount?

Your committee or the named budget holder. This site does not suggest figures, and a project lead would take the approved terms as given.

Should travel be part of the honorarium?

Show it separately so everyone can see what each payment covers. Confirm the treatment with finance.

What if a speaker declines payment?

Record it with the date and reason, tell finance, and ask the committee how the unused budget may be used.
