Handling the late withdrawal of a panel institution

A fictional scenario: nine days before the forum, one of your four panel institutions says it can no longer take part.

The short answer

Start by separating what you know from what you do not: why they are withdrawing, whether it is final, and whether a deputy could attend. Then the programme owner chooses among a few options: replace, reshape, record a statement or remove the session.

The decision belongs to the programme owner, the messages to the secretariat, and the balance check to both. Move quickly on communication; take a little longer on the replacement.

Who has authority

  • The programme owner decides the replacement or reshaping.
  • The committee chair decides whether to publicly acknowledge the withdrawal.

Communications

  1. Tell the remaining panellists and moderator first, and give them the plan.
  2. Update the programme, website and printed materials in one go. Use a checked list of every place the institution is named.
  3. Inform registered delegates only if the change is material to their decision to attend; keep the message short and factual.
  4. Brief the moderator on the new running order and what to say if asked.
  5. Record what changed, when and who approved, in the decision log.

After the event

Note what you learnt for the next forum: ask institutions at invitation for a named deputy, a clearance timeline and a last date after which they will confirm final attendance.

Keep the relationship intact. A calm, factual note afterwards leaves room for them to take part next time.

A fictional late withdrawal

The Persatuan Fiktif Kontraktor Binaan has a 60-minute forum with four institutions. Nine days before, the agency says its representative cannot attend because of a restructuring and cannot send a deputy.

The programme owner checks balance. The agency's seat represented the regulator's side of the discussion. She decides against a replacement from another body and instead keeps three seats, states on the programme that no regulator is on the panel, and asks the agency for a written note of its published guidance, which the moderator reads with permission. The committee chair signs off the plan within a day.

Handle it in-house, or bring in help?

  • The panel is small and the programme owner can decide the same day.
  • A deputy is available from the same institution.
  • The session can run without that seat.

Questions organisers ask

Should we tell delegates?

If the change affects why people registered or what they expect, yes, briefly and factually. If it is a minor change, updating the programme may be enough. The committee chair decides.

Can we name the institution that withdrew?

Only if the institution agrees and the committee chooses to. Often the programme simply updates without comment.

How late is too late to replace a panellist?

It depends on briefing needs and clearance. A replacement with no time to prepare may do more harm than a smaller panel.
