The short answer
Split decisions into three groups before the first event: branch decides, branch decides and informs head office, head office decides. Record each one in the event decision log builder with a named owner and a date.
The test for each decision is its consequence for the whole programme, not its location. This page quotes no thresholds, because the limits belong to your own governing documents.
Sort decisions by consequence, not by place
Decisions that change the brand, the budget envelope, the data collected or the commitments made in the organisation's name usually need a central owner. Decisions about a room set-up or a local supplier brief can often stay with the branch, if the committee agrees.
Write the dividing line down once, then apply it to every branch the same way.
What to verify for branch-level approvals
Each check is a question with who answers it.
- Which decisions does the governing document or committee minute already assign to the branch? Answered by the secretariat, from the organisation's own papers.
- Which approvals depend on the venue's address, such as a local council permit? Answered by the branch with the venue. DBKL, MBPJ and MBS publish their own portals, so the authority follows the address.
- Who can sign a venue or supplier commitment, and up to what limit? Answered by the treasurer or committee, in writing.
- What must a branch report back, and by when? Answered by head office, in the log.
- What happens when a branch and head office disagree? Answered by the committee chair, as a named escalation step.
How the three areas differ for this decision
The organisational split is the same in each area. What differs is the local authority that may be involved: a Kuala Lumpur address starts at DBKL, a Petaling Jaya address at MBPJ, and a Seremban or Nilai address at MBS, whose site lists Bandar Nilai among its towns.
Where a place name could sit under more than one authority, the branch confirms the authority from the venue address before the approval route is logged.
