The short answer

Build a responsibility map with one row per event feature, such as a stage, food service, signage or outside space. For each row, name who answers: the venue, the local authority for the exact address, or the organiser.

This page states no legal requirement. Whether a given approval applies is for the venue, the authority and, where needed, a qualified adviser, and any current legal claim needs separate review.

Start from the premises and the features

Approvals attach to a place and to what happens there, so the same programme can have different answers at different addresses. List the exact address first, then the features of your event that go beyond a standard meeting.

  • The premises: address, building management and who holds the booking.
  • The features: stage or structure, catering, signage and banners, music or recording, outdoor or shared areas.
  • The people involved: venue, building management, suppliers and any speaker or guest with their own requirements.

What to verify for the premises

Each check is a question with who answers it.

  • Which council covers this exact address? Answered by the council. DBKL, MBPJ, MBSJ and MBS each publish their own portals, and a familiar place name or postcode does not settle it.
  • Does the venue already hold an approval that covers our use, and can we see it? Answered by the venue.
  • Which of our features, if any, fall outside what the venue says it covers? Answered by the venue and the council.
  • Who submits, who pays and who keeps the copy for each approval that applies? Answered by the venue and the organiser by agreement.
  • Does any part of the answer need legal or safety review? Answered by a qualified adviser, not by the organiser.

How the three areas differ for this decision

The difference that can be verified is the authority. Kuala Lumpur addresses start at DBKL, Petaling Jaya at MBPJ and Subang Jaya at MBSJ, and Seremban at MBS, whose public material includes Nilai. Selangor has several councils, so a Selangor address must be matched to its council from that council's own site.

The venue's own approval record is the next layer, covered for office buildings in checking building-management approval.
