The short answer
Define each stage by the evidence that proves it, such as a dated email, a returned proposal or a signed form, and move a prospect forward only when that evidence is attached.
The result is a pipeline in which "committed" means something. Interest, intention and signature are different things and the tracker should say which one you have.
Stages are claims, evidence is the proof
Most sponsor pipelines record the salesperson's impression: warm, hot, likely. These are opinions and they inflate as a deadline approaches.
A stage backed by evidence can be checked by someone else. That matters when the treasurer or committee relies on the figure to approve spending.
A stage ladder with the evidence each needs

Rules that keep the tracker honest
- A prospect is shown as committed only at Signed or later. Verbal intent is reported separately.
- Every stage change records the date, the person who made it and a link to the evidence.
- Each prospect has one owner and one next action with a date.
- A prospect with no movement past an agreed number of weeks is reviewed, not carried forward by default.
- Declined is a valid, recorded outcome. It stops follow-ups and protects the relationship.
Reporting to the committee
Give three totals, never one blended total: signed value, verbal intent value and value still in discussion. Add the date of the last evidence check.
If the committee wants a forecast, label it as an estimate and show the stages it is built from. The sales approval brief shows how to present it.

A tracker that separated verbal intent from signed
Fictional organisation and figures, for illustration only.
A fictional fintech association tracked 12 prospects for its annual forum. In the first committee update the secretary reported 5 as "likely". After the stage ladder was introduced, 2 were Signed, 1 had Verbal intent confirmed by email, 3 were In discussion, 4 were Contacted and 2 had been Declined.
The committee budgeted only against the 2 signed sponsors and treated the verbal intent as upside. When one In discussion prospect lapsed, no budget line moved.

Handle it in-house, or bring in help?

- The list is short and one person manages every conversation.
- There is a shared folder where emails and signed forms are kept.
- The committee accepts that only signed value is counted.

Questions organisers ask
Is a verbal yes worth recording?
Yes, as Verbal intent, with the name of the person and the date. Ask them to confirm in writing so it can move forward. Keep it out of the committed total until then.
Can a spreadsheet do this?
Yes. What matters is the evidence column and the rule about when a stage may change. The tracker tool keeps the data local in your browser and does not send messages.
How long before a quiet prospect is marked lapsed?
Agree the period with your committee at the start, for example based on the event date and production deadlines. Record the date of the last follow-up so the decision can be explained later.
