The short answer
Write the approval route before any quotation arrives: the ceiling, what it includes, who can commit up to what amount, who signs anything above it and how changes are recorded. Then share a summary so staff and finance see the same numbers.

Set the ceiling and its scope
Ask finance for one figure and a list of what it covers: venue, food, entertainment, transport, decorations, gifts and any staff contribution. A figure with no scope invites a dispute at the final invoice.

Keep one comparison basis for quotations
- Ask every venue to quote the same headcount range, menu level and hours.
- Ask each to list what is included and what is extra, including service charge and taxes if they apply, so finance can read the total.
- Record exclusions, such as parking or corkage, as questions for the venue to answer in writing.
- Keep expired or revised quotes in the file so the trail is clear.
Make it visible without oversharing
A short summary to staff can state the purpose, the type of spending the company has approved and who to ask, without publishing supplier terms. Agree with finance and the sponsor what is internal and what can be said.
Use a decision log to record every approval and change with date, person and reason.

A fictional company stops arguing about the dinner budget

At a fictional trading company, HR was told last year that the dinner would cost no more than an agreed amount, but nobody wrote what that included. Staff later asked why a small gift was cut.
This year finance gives HR a one-page ceiling that lists included items. The managing director and finance sign the venue booking. A later request to add a live band is logged, costed and declined within the ceiling, and the log entry explains why.
