The short answer

The tracker records one row per indicator agreed for an objective and sorts each into observed, estimated or not measured. An outcome counts as evidenced only when it is observed, has a baseline and points to evidence.

Attendance and satisfaction are recorded as activity and reaction. They are never turned into a claim that the event caused a change.

What to enter

  • Agreed objective and indicator: what the event set out to change, and the measure you will use.
  • Type of measure: activity (attendance, sessions delivered), reaction (satisfaction, feedback) or outcome (a change the event was meant to cause).
  • Baseline: where things stood before the event, so a change can be seen.
  • Evidence status: observed, estimated or not measured, with the result, the evidence link or file reference, the method for any estimate and an owner.

How each row is graded

An outcome row is evidenced when it is observed, has a baseline and has an evidence reference. Without a baseline it stays incomplete, because a change cannot be shown. Without an evidence reference it is unverified.

Activity and reaction rows that are observed with evidence are kept as activity or reaction evidence. An estimate needs a stated method, otherwise it is treated as unverified. A blank status means not measured.

Why attendance and satisfaction are not impact

A full room and good feedback show that people came and liked it. They do not show that anyone changed what they do, which is what most objectives are about.

To evidence an outcome you need a measure taken before and after, or another record of the change, tied to a named owner.

Worked example · Fictional example

A fictional member forum

Fictional organisation and figures, to show the grading.

A fictional association records 180 registered attendees and a positive feedback summary, both observed with evidence. These are activity and reaction. The outcome that members apply the new standard within six months has a baseline survey but is not yet measured.

A renewal-rate indicator is marked estimated with no method, so it is shown as unverified. The tracker states that no outcome has observed evidence with a baseline yet.

Handle it in-house, or bring in help?

  • The objectives are few, each has a measure and a baseline, and an owner can gather the evidence.
  • The board only needs a plain record of what was and was not measured.

Questions organisers ask

Does high attendance count as evidence of impact?

No. It is recorded as activity. An outcome needs a baseline, an observed change and an evidence reference.

What if we estimated a result?

Mark it as estimated and write the method. An estimate with no method is shown as unverified.

What does a blank status mean?

Not measured. A blank is never read as achieved.
